evaporation takes place at all temperatures then why do we hang over wet clothes to dry in the sun

Evaporation takes place at all temperature still we hang wet clothes to dry in the sun because if we do so the rat of evaporation becomes faster. And also the rays of sun kill the germs present in the clothe.
