ANS is "NO"

-->
In the general case,
P(A or B) = P(not A and not B)

Thus, in this case:
0.25 = P(not E or not F) == P(E and F)

as we know that P(A and B) = 0, if and only if events A and B are mutually exclusive. Since P(E and F)= 0.25, therefore E and F are not mutually exclusive
