That person's birthday happens to be on 29th February, which comes once in

every four years or only in a leap year. He saves Rs. 1 on every birthday.

When he opens his treasure on his 60th birthday, there were only Rs. 15.

Due to this situation he could only save Rs.15 in 60 years. 

i.e. = 60/4 = Rs. 15
