The tribals interpreted Swaraj as the restoration of their traditional  rights over forest produce and acess to their means of livelihood.This was bcoz colonial government, closed the large forest areas.

The colonial government had closed large forests area , preventing people for entering the forests to graze their cattle or to collect fuel
woods and fruits .
