Permanent executives are appointed by govt for working under political executives. They get their designation by clearing some examinations (UPSC). They have a very long term and dont get changed or removed until they retire. Unlike political executives they are necessarily expert in their arenas. Eg.Indian Police Service (IPS) or Income Tax Officer (ITO) etcetera....
