Answer:

1) The three categories of the Council of Ministers which assist the Prime Minister are the Cabinet ministers, Ministers of State and the Deputy Ministers.

2) Collective responsibility is the convention whereby individual members of the government are held accountable for the actions and decisions of government as a whole. It is a constitutional convention that has existed since the 18th century and is considered a cornerstone of cabinet government.

3) There is a Council of Ministers headed by the Prime Minister to aid and advise the President in exercise of his functions. The Prime Minister is appointed by the President, who also appoints other ministers on the advice of Prime Minister. The Council is collectively responsible to the Lok Sabha.

4) As per Article 75, the Minister shall hold office during the pleasure of the President. He usually stays in office for a period of five years as long as he enjoys the confidence of the Lok Sabha.

5) As per Article 75 of the Constitution of India, the Prime Minister shall be appointed by the President and the other Ministers shall be appointed by the President on the advice of the Prime Minister. A non-member may be appointed as a minister, but he/she will have to get elected to either house within six months.
