Winter is the season where everything is cold and dark around you, spring is where there are blooms and hope everywhere. In the proverb, sad/difficult situations in life are compared to winter. In life, we all have difficulties where it feels like everything is dark and gloomy but spring follows winter, everything will be alright one day, if you feel like there's no hope, don't give up because surely that problem will have a solution. Spring here is the solution to problem because after a dark and cold winter, spring brings flowers everywhere; doesn't looking at the newly blooming flowers bring hope? It surely does. In life, problems/difficulties are common. Life is a mix of happiness and sadness, we have to deal with them and withstand them, only then we can go forward.
