Gandhiji wrote a letter to Lord Irwin where he mentioned 11 demands. These include.

1.Total prohibition

2. A better Rupee-Sterling rate

3. 50% deduction in land revenue

4. 50% deduction in military expenses.

5. Reduction in official salaries

6. Abolition of Salt tax

7. Tarrifs on foreign clothing.

8. Reservation of coastal shipping for Indian ships

9. Release of political prisoners except those convicted of murder or attempted murder.

10. Abolition of Criminal Intelligence Dept.and itscontrol by elected representatives

11. Right of Indians to licensed fire arms.

*Postal reservation bill aimed at reducing the price of the postage stamps , that would give relief to the poor.

*Changing the ratio between rupee and sterling was made to pacify the bourgeois section. Accordingly, the demand was to reduce the exchange rate of rupee to sterling ( that is British pound ) to discourage imports. That is if the sterling price increases, British  goods would  thus cost more in terms of rupees and British goods would be expensive to buy in India.  This will certainly  discourage the imports of British  goods to India  thereby decreasing the demand of British made goods.
