5 changes that were brought are:
1. Mandatory to hold regular elections to local body governments.
2. At least one-third seats were reserved for women.
3.State election commission was created in each state to conduct panchayat and municipal elections.
4. Seats were also reserved for SC's, ST's and OBC's in the elected bodies and executive head of these institutions.
5. The state governments are required to share some revenues with the local government bodies.
