Let the volume of solid cylinder be 'x'
Let the volume of cylinder inside water be 'y'

We know that,

weight of water displaced by cylinder = weight of cylinder

=>Volume of water * Density of water * g
= Volume of cylinder *Density of cylinder*g

=>y*1000 *g = x* 800*g

=>y =8/10 x.......... (i)

Volume of cylinder(x) = Volume of cylinder above water + Volume of cylinder inside water(y)

Therefore,
Volume of cylinder above water

=x-y

=x-8/10 x

=2/10 x


Therefore, percentage of solid cylinder outside water

=2/10 * 100

=20%
