Our Constitution provides basic principle of federations. It means that the legislative and executive authority is equally divided between the centre and the states by the Constitution itself. No law is to be made by the centre for this. The states are independent from the centre for their legislature or executive authority. The states and the centre are coequal in this matter. The constitution divides the powers between the Union and the States under three lists:
- The Union list - exclusively owned by Union
- The State List - exclusively owned by State
- The Concurrent List – owned by both.
