Both rules are applicable for unsymmetrical alkene with a unsymmetrical reagent , like for the above butene , but-1-ene is unsymmetrical while but-2-ene is symmetrical , so it is applicable for but-1-ene , now take a reagent HCl , so on adding HCl with but-1-ene , H goes where more no. of hydrogen's are present & Cl , where less no. of H are present , this is markovnikovs rule & it gives the 2- chloro butane , while anti markovnikovs is reverse of it
