✴I believe it has to do with the strength of the d orbital compared to the s orbital. Because the d orbital needs a row completely filled, it is more likely to take an electron than the s orbital. ✴So you get a 4s1 3d5 and a 4s1 3d10 instead of 4s2 3d4 and 4s2 3d9.
