Two measures-1-we have got a large population ,which needs to be properly educated and developed into professionally qualified and skilled work force .such people will have international market and can be absorbed in any country.
2-Our education system should not produce jacks of all trade but master of none .the education system must be job oriented and need based.there should be general education up to secondary level.after that various educational streams with practical training should be introduced.

(i) High population pressure
Continuous growth in population at a fast pace implies a growing supply of labour force. As the maximum portion of the Indian population lives in rural areas, this pressure has been relatively more in rural areas. This excess supply of the labour force is the principal reason for the growing unemployment problem.
(ii) Slow growth rate of different sectors
The Indian economy was unable to grow at a pace commensurate with the continuous growth if labour force in the agricultural, industrial and service sectors. Hence, sufficient employment opportunities could not be created in these sectors.
(iii) Rural-urban migration
Inadequate employment opportunities in rural areas and relatively higher wages rates in urban areas have led to a large scale migration of rural workers to urban areas. This is an important cause of urban unemployment in India.
(iv) Faulty educational system
The educational system in India does not give proper emphasis on the expansion of vocational and technical education. This is responsible for the growing problem of urban unemploymant.
