Following were the reasons which created a large number of readers in 19th century-
a) Chap books were introduced in the societies and which were very cheap so that common people can afford it
b) publishers started to write folk tales that"s why many people started taking interest.
c) publishers even started to publish ballads with the folk stories
d) publishers started to publish more and more pictures in the books so that literate people can also take interest on these books.
and when the number of readers started increasing than the literacy level or rate also started increasing with the new readers.

✨✨I think you mean to ask
...........readers in 19th century
⭕ As primary education became compulsory in the late 19th century, children became an important category of readers. School textbooks had to be published. In France, a children press was started, which published new works as well as old fairy tales.
⭕Women became important as readers as well as writers. Penny magzines were meant for women, as were manuals, teaching proper behaviour and housekeeping. When novels were written in the 19th century, women became important readers.
⭕In the 19th century, lending libraries in England, sent books to white-collar workers, artisans and lower middle class people and became instrumental in educating them. They also wrote political tracts and autobiographies.
