Philanthropist is one who works for social upliftment and charity by donating time and money for that purpose. As London flourished, crime grew. There were 20000 criminals living in London in the 1870s.
Criminal activities in this period became a great concern for the authority. The police were worried about law and order.
Some steps taken to control the crime were
(i)The criminals were counted, their activities were watched and ways of life were investigated.
(ii) To discipline the criminals, the authorities imposed high penalties for crime.
(iii) Works were offered to those who were considered the ‘deserving poor’.
