With Industrialization, London became a powerful magnet for migrant population but it did not have enough industries to meet the growing requirements. Thus, poverty, unemployment, child labor, increase in crime became a stark reality.
a. Poor people who committed small thefts like stealing food, from shops, clothes etc. This people were considered part of criminal category.
b. There were cheats, petty thieves, pickpockets etc.
c. To keep a check on the growing crime rate, population of the criminals was counted .
