When social standard is not maintained, the International Labor Organization (ILO) cannot impose sanctions. For this reason, voluntary code of conduct and quality labels plays a vital role in implementing core labor standards worldwide. "Codes of conduct," the primary instrument through which CSR is carried out.

Company Codes: Company codes are accepted voluntarily by companies. This code is associated with company’s head office operations as in “Shell's Revised Statement of General Business Principles”.

Trade Association Codes: Trade Association Codes are associated with firms based in developing countries, as in the case of the “Manufacturers and Exporters Association Code”.

Multi-stakeholder Codes: Stakeholders of firms or industries, NGOs and trade unions negotiate with each other and the result is Multi-stakeholder Codes. These codes also pull the interest of government. Some of the codes are Worldwide Responsible Apparel Production Principles (WRAP), Accountability 1000.
