the refraction of light due to the atmosphere is known as atmospheric refraction atmospheric refraction contains many layers such as denser and rare so the light is coming is going into the mediums through which the light is banned firstly towards the normal and then and then away from the normal show the layers are present as many then the light is refrected so much due to the refraction we see the twinkling effect
