art 74 of indian constitution says that a council of ministers headed by prime minister will aid and advise the president of india .
also art. 75 says that prime minister will be appointed by president and other minister shall also be apointed by president on advice of PM.

govt. for their convenience divided all ministers in different category
1 CABINET MINISTERS imp. ministries are alloted to them.these are imp. ministers which take part in imp. cabinet meetings and decision making.

2 STATE MINISTERS (independent ) they are not part of cabinet . they took part in meeting only when thete is matter related to their ministry

3 STATE MINISTERS these are to help cabinet ministers in their work

4 also sometime UPMANTRI are appointed but this all depends on prime minister
