❥︎Alcohols are soluble in water. This is due to the hydroxyl group in the alcohol which is able to form hydrogen bons with water molecules. The partially negative oxygen atom in the ethanol molecule forms a hydrogen bond with the partially positive hydrogen atom in the water molecule.

Water is a polar solvent and has hydrogen bonding , so for any other compund to dissolve in water , it must posses Polarity or H-Bond. Ethyl alcohol shows presence of hydrogen bonding as well as it is polar due to high EN of oxygen , due to this it is soluble in water.
