At first the remains of plants and animals get burried in the soil and under immense heat and pressure it starts to compress and in the first stage it becomes peat which has a less amount of carbon. Then after millions of years it forms lignite which has a greater quantity of carbon. Then it forms bitumen and at last anthracite with 98(approx)% of carbon.

Hope it helps.
