This is possible because of a form of economic prosperity that does not depend on land ownership, but on commercial , industrial and investment in capital. Each state has created a civil society that has implemented a cultural identity called nationality because of the enormously increased economic added value of that prosperity. This nationality is the source of legitimacy in a nation state's political system.
