In the late 18th century , French society was divided into 3 estates. The 1st Estate consists of clergy . The 2nd Estate consists of Nobility and the 3rd Estate consists of peasants , merchants , etc...The 3rd Estate consists of 97% of the French society population. The Clergy and the Nobility did not have to pay any taxes . Only the third Estate has to pay the taxes.
