As before when democratic government was not in form the citizens have to be under the rules of some selected person that was the monarchy system and dictatorship where citizens are forced to give their vote to one selected party but the democracy is just opposite from that system here people are free to elect their representative without any queries and can have fare decisions among forming the party who will form a government for them
