it was divide among nobles clergy and common man 

first two dont pay any tax and enjoy all luxury and last one has all tax burden and no rights

in 18th century the french society was divided into three estates -
first estate consist of clergymen and noblemen
second estate consist of landlords and aristocrats
third estate consist of common masses
third estate suffer huge disadvantage as compared to other estates . all taxes were paid by third estate only .
