According to the Ohm's law the current flowing through a conductor is is directly proportional to the potential difference applied across its end only when the physical condition like temperature and pressure remain constant.

1ohm resistance is defined when 1 ampere current flows through a substance when a potential difference of 1 volt is applied.

Ohm's law states that the ratio of the voltage to the current is constant for a material of a given length and area of cross section provided that the temperature and pressure remain constant. This constant is the resistance.
