Rust is an oxidation layer on iron. When the outer layer of iron comes in contact with oxygen it forms rust (Fe2O3 or Fe3O4). This rust layer builds up until it falls off or is removed. If it gets too thick it will fall off, rain or abrasion will remove it. This layer doesn't adhere to the surface very well so it is easily removed, which exposes clean metal to the atmosphere (more oxygen). This cycle keeps repeating itself and removing metal with it
