In France constitutional monarchy,  the "new political system" operated in the following manner:

• All the citizens did not have the right to vote. Only a citizen group could choose the elector.
• Men above the age of 25 years and who paid taxes "at least 3 days" of laborer's wage were considered active citizens and had the "right to vote".
• All the other people were considered passive citizens.
• In order to have the "right to vote", a man had to be a part of the "highest bracket" of the tax payers.
