France was made a constitutional monarchy on the basis of a constitution drafted by the National Assembly in 1791. It main objective was to limit the powers of the monarch. Instead of being concentrated in the hands of one person, the powers were separated and assigned to different institutions- the legislature, the executive and the judiciary. The power to make laws was vested with the indirectly elected National Assembly. A group of electors who were voted by the citizens, chose the assembly.
