Zero degree Celsius is also known as the triple point of water. At this temperature water is in the process of changing from a solid state into the liquid phase or vice versa. Molecules in the liquid phase can lose a bit of energy and solidify whilst solid water (ice) can gain some energy and melt.So both the liquid and solid state exist at 0-degree Celsius.
