Explanation:

In the explosion of bomb, internal forces act on the body and we know that internal forces can't change the momentum of an object.

In the second case however force applied is by the rubber band which is external, So the momentum will not remain conserved. If the rubber and ball both are viewed as a system then force applied will become internal and the momentum conservativon will remain valid.

b) No, law of conservation is not followed because the body has a potential energy and external force is applied by the elastic.
