Here is the answer.
It is easier to turn a steering wheel of a larger diameter than a steering wheel of smaller diameter because the force needed to turn the larger wheel is less .
As torque = r × F
if the r increases the F will get reduced for the same value of torque as in case of the larger diameter steering wheel.
Also, the larger the radius the larger will be the torque and hence with less F we can get more torque .
