it is defined as ::
The maximum friction that can be generated between two static surfaces in contact with each other.
Once a force applied to the two surfaces exceeds the limiting friction, motion will occur. For two dry surfaces, the limiting friction is a product of the normal reaction force and the coefficient of limiting friction.

When the applied force increase the static friction also increases. At certain value of applied force, the body just starts to move.The value of friction at that moment is called limiting friction.

For example you apply a force of 1 Newton on one side of a large concrete cube kept on road. The cube is not moving due to friction between the bottom surface of cube and the road surface. Now apply 5 Newton force, still the cube is not moving. You keep on increasing the load. Now you reached 20 Newton still the cube didn’t move. While applying 21 Newton force, it moves! Then the 20 Newton force is called limiting friction.

By definition: Limiting friction is the maximum frictional force at which the body is remain at rest. Here the body is at rest until 20 Newton. Hence 20 Newton is the limiting friction.

Limiting friction is the friction force which act on the body, which is just about to move. If we increases the little bit amount of force then body will move. This increment in force will over come the friction force. And this state of friction force is called limiting friction.
