First law of motion states that a body shall remain in its initial state until any external force is applied on it so this means that it will remain at rest or in motion until any external force is applied for example when you push a box it is at rest but after applying force (push)it comes in motion so we have applied force on the box so it changes in state of restthat's why it comes in motion.
