An unbalanced force is an external force that changes the motion of an object. When an object is at rest or moving at a constant velocity, all the forces acting on it are balanced. ... Newton's first law of motion is also referred to as the law of inertia.
example - a football will remain at rest until we kick it to move.

Newton's first law of motion is often stated as

An object at rest stays at rest and an object in motion stays in motion with the same speed and in the same direction unless acted upon by an unbalanced force.
