I assume it is a case of simple interest as nothing is mentioned.

Principal amount = Rs 2,000.
Period = 3 years.
Rate = r %
S.I. = Rs 2,000 * r/100 * 3 = Rs 60 r

2nd Principal amount = Rs 1,600.
Rate = (r+2)%
duration = 3 years.
S.I. = Rs 1,600 * (r+2)/100 * 3
      = Rs 48 r + 96

Total earnings are :
     60 r + 48 r + 96 = Rs 996   (given)
     108 r = 900
      r = 900/108 = 8.33 %

Interest rate in the 2nd case:   8.33+2.0 = 1-.33 %
