1.In centre there was half dutch people and half german people.
2.Rule should be passed by both the community. If anyone of the community reject it then the rule was not pass.
3.There was a separate govt in Brussel.There also there was half dutch and half german minister.
4There was community govt which dealt with problem of others like education and railways.
