The electrons in the last shell of the group 1 elements is one and that of the group 17 elements is 7 .In the increasing order of the group a shell is added as we go down in the group. But the number of electrons in the last shell remain the same. Hence , in the increasing order of group 1 a shell is added but the electrons in the last shell would be 1. And in group 17 a shell is added but the electrons in the last shell will be same as 7 .

Hope it will help you!!!!!!!!!
