The Khiljis and the Tughlaqs heavily depended on governors and good administrators. For this, they preferred to keep slaves and trained them for many political offices.

The local commanders were known as "muqti" or "iqtadar" and land was also provided to them for periods of time that was known as "iqtas". They maintained the law and order, paid the soldiers, led war efforts and collected taxes from the people.

Accountants were provided to them so that record maintenance could be done properly. There were three main types of taxes that were levied on the people - tax on cultivation, tax on house and tax on cattle.
