Sky appears blue because the size of the particles present in air is of smaller wavelength then of blue colour so they scatter blue colour the most .This causes sky colours blue.

At noon the sun is at the nearest point to the earth so the beam of light has to travel the shortest distance to reach our eye and the least possible blue colour scatters so it appears us as white.

similarly when sun rises it appears reddish because light rays have to travel a long distance in which all the blue colour gets scattered away and colours of long wavelength like red, orange reach our eye.
