by public servants?
Ø How can we redress our grievances quickly without
paying bribes to public servants?
.............. By way of exercising our fundamental right i.e., RIGHT TO INFORMATION
Article 19(1) of Constitution of India guarantees us the Fundamental Right to Freedom of Speech and Expression and as judicially recognized by the Hon’ble Supreme Court this also implies a full Right to Information.
It is the responsibility and duty of every citizen to use RTI frequently and effectively to make government more responsive,
participatory, progressive and meaningful.
We have every right to know what public servants do with
our money in the name of public service.
Public participation enhances the quality of governance and also promotes transparency and accountability in government
functioning thereby reducing corrupt practices.
We need to participate not only at the time of elections
once in five years or so but on a day -to-day basis.
RTI is a tool that can change the role of the citizens from being mere spectators to that of being active participants in the
process of governance.
Salient features of RTI Act, 2005:
v Citizens may seek all the information which elected representatives such as MPs and MLAs can get from the government, pertaining to
any period, in any form and in any official/local language.
v Information means any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases,
circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form.
v Applies to all government departments, public authorities;
and NGOs, private bodies substantial financed by public money.
v RTI includes inspection of work, documents, records; can take
certified copies of documents and certified samples of material.
v Public Information Officers (PIOs) has the duty to provide
information and transfer the request to proper public authority, if necessary.
v There is no prescribed form for RTI application. It can be filed on plain paper.
v An applicant making request for information shall not be required to give any reason for requesting the information or any other personal details except those may be necessary for contacting him.
v RTI applications/ first appeals can be filed online to all central government ministries/ departments through web portal
