Isaiah Berlin was a political philosopher who gave two concepts of Liberty in 1958 at his Oxford speech. He said about Positive Liberty & Negative Liberty with reference to work of government & political parties .Negative liberty is a kind of abuse of positive liberty. Positive liberty was for self-discipline & self-governing the particular part of society for goodness & greater outcome for people.

In negative liberty left out people of society will be the remaining things without any interfere. He said that negative sense can be the answer of question. According to him negative liberty must be examine carefully before it implemented or granted. For successful & progressive society both kind of liberty required always .

Isaiah Berlin explained two concepts of liberty where he classified liberty in terms of freedom one can exercise. According to him absence of external interference signifies negative freedom as a person is not coerced into doing something. For example gives us freedom to follow one's religion becomes a negative liberty as there is no outside interference on him in this matter.  Positive liberty according to him is the freedom to do what one wants to do. Suppose one chooses to take up a religion and follow that, it becomes a positive liberty.  To sum up negative liberty is freedom from outside interference and positive liberty is freedom to exercise one's own will. Negative energy is what comes as natural right, but positive energy is what comes from entitlement.
