you can say every rdbms is a DBMS but u can't say that every DBMS is a rdbms. rdbms is a DBMS which is based on the relation model but every DBMS is not must be in a relation

However, since RDBMS are most common, sometimes the term DBMS is used to denote a DBMS which is NOT relational. It depends on the context.
