In a unitary system, the central government has all the power.  In a federal system, some powers are given

to the central government and other powers are given to the lower levels of government...

EXAMPLES

Unitary govt. :- France is a good example of a unitary state. Although France is divided into 95 regions (or,

"Departments") these departments have no real power to tax or regulate. Thus, in a unitary state, all power

is centralized with regional governments having no real say.

Federal Govt.:- The Constitution of the United States established the federal system. Under federalism, each

level of government has sovereignty in some areas and shares powers in other areas. For example: both

the federal and state governments have the power to tax. Only the federal government can declare war.

(1) In federal form of government the power is shared between a central authority (central government) and various constituent unit (state government) even the power is shared in local level of government ( panchayat raj).
(2) in federal system,the central government cannot order the state government to do something. State government has powers of its own for which it is not answerable to the central government.

(1) under the unitary system, either there is only one level of government or the sub-units are subordinate to the central government .
(2) The central government can pass on orders to the provincial or local government.
