Different types of countries face different types of challenges :

Foundational Challenge

It takes place when the basic structure or foundation of the government changes.

It involves:

  • Bringing down the existing non-democratic regime.

  • Keeping military away from controlling government.

  • Establishing a sovereign and functional state.

Example : Nepal, Iran.

Challenge of expansion

This involves:

  • Applying the basic principle of democratic government across all the regions and different social groups and various institutions.

  • Ensuring greater power to local government.

  • Extension of federal principle to all the units of federation, inclusion of women and minority groups, etc.

  • This also means that all decisions should remain inside the arena of democratic control

Example : Saudi Arabla, Sri Lanka, lndia

Deepening of Democracy

This involves:

  • Strengthening of the Institutions and the practices of democracy in such a way that people can realize their expectations of democracy.

  • It usually means strengthening those institutions that help people's participation and control.

  • This requires an attempt to bring down the control and influence of the rich and provide power for people in making governmental decisions.

Example : Belgium, Bolivia, India, USA
