Okay. This was hard for me as well. However with a little research and by that I mean I read it from the site, and here's my answer.

Answer:

In year 1628, "The English Parliament" was presented to King Charles |, the petition of right, now this basically told everything wrong the King was doing, and how he should pay. He was levying taxes without consent, billeting soldiers in private homes, imprisoning citizens illegally, etc.

The Petition of Right basically put law over the king's personal wishes.

However the King failed to obey it, and that led to his execution in 1649.
