An Amendment Bill can be introduced in either House. But it must be passed by separately. The constitution of India provide three methods of amending the constitution:
1. Simple Majority
2. Special Majority
3. Special Majority and Ratification

The procedures to amend laws as laid down in the constitution are based on the belief that laws are always evolving and subject to change. Since the constitution keeps on evolving according to the changing conditions, circumstances, needs of the society and the international obligations.
