For he had been trying to do a great deed,
To make his people glad;
He had tried and tried, but couldn’t succeed,
So became quite sad.

According to me, This stanza means that he was trying to do something great to make people appreciate him. He tried a lot to do something great but he was unable to do it. And that's why he felt sad.
