There are six types of themes or pillars such as citizen centricity, common infrastructures, back office reorganization, governance, new organizational models and social media inclusion.

These things are necessary to run an E-governance and you need to include proper infrastructure in your policy to run the government.

Along with that, citizen centricity is necessary because if you do not involve the common people then you cannot build your e-governance.
