Such a committee convenes completely out of service to the community. there is no prestige or material gain attached to it. In fact, individuals on such a committee might be called upon to be even more generous than the rest of the people.
These people have no authority; in other words, they have no power to MAKE people do anything, and, in fact, if they tried they would likely get booted. Thus, the function of such a group is to hear out stakeholders and suggest courses of action.
We see examples of such a committee in a number of modern cultures (although modern Western norms have changed them to a great extent). Among these are the Iroquois up to the 19th century, and the modern day Semai, M’Buti, !Kung, Minangkabau.
